AI-Enabled Foundational Literacy & Numeracy Assessment System

Overview

VOPA is the technology and knowledge partner for Mission NIPUN Maharashtra, the Government of Maharashtra's statewide initiative to ensure every child achieves foundational literacy and numeracy by Grade 3. VOPA developed the AI-enabled digital assessment platform used across the entire state education system to measure student learning levels and generate evidence for academic decision-making.

The Problem

Across India, millions of children reach Grade 3 or 4 without basic reading and numeracy skills. Governments relied on periodic surveys or paper-based assessments that provided delayed insights and limited classroom-level visibility. Teachers rarely received real-time feedback about learning levels, making it difficult to design targeted interventions at scale. To address this challenge, the Government of Maharashtra launched Mission NIPUN Maharashtra.

The Solution

VOPA built an AI-enabled digital assessment platform combining AI-powered Oral Reading Fluency (ORF) testing, teacher-led assessments, and real-time dashboards. The AI ORF system analyses a student's pronunciation, reading speed, and accuracy to provide an objective measure of reading ability. Education officers can view learning data across school, cluster, block, district, and state levels. Teachers receive student-level learning profiles to design targeted classroom interventions.

Implementation

The platform is deployed across 65,900+ schools in Maharashtra. Monthly assessment cycles cover up to 33 lakh students -- across the four rounds from December 2025 to March 2026, between 31.4 lakh and 33 lakh students were assessed each cycle. The system has been extended to 1,050 tribal Ashram Schools under the Tribal Development Department, reaching over 1.25 lakh tribal students in remote forest and hill areas where educational infrastructure is often limited.

Reduced the cost of AI-based oral reading assessment from ₹17 to ₹0.17 per test, enabling statewide scale.

Case Story

SCERT Director Participates in Assessment at Bhugaon School

During a pilot reassessment at Bhugaon Zilla Parishad School in Pune, the Director of SCERT Maharashtra personally participated in the reading assessment. He interacted with teachers and students and emphasised the importance of evidence-based learning improvement through technology. This direct engagement from leadership helped build trust and confidence among teachers using the platform across the state.

Key Learnings

Monthly universal assessment at state scale is technically and operationally feasible when systems are built for low-connectivity environments.

AI ORF provides a faster and more objective alternative to teacher-administered reading tests at scale.

Direct leadership engagement, such as SCERT Director participation, significantly increases educator confidence in technology platforms.

The system shifts education governance from sporadic testing to continuous, evidence-based improvement.
